About the Program
A stable, prosperous, peaceful and resilient PNG is critical to Australia's interests. Australia is PNG's largest development partner, it’s main partner on economic and security issues.
The Australia PNG Subnational Program (APSP) is an enabling mechanism comprised of three separately designed programs including; Bougainville Partnership (BP), Kokoda Initiative Partnership (KIP) and the Western Province Partnership (WP). Reporting through the APSP Performance Assessment Framework (PAF), each program has its own program logic, theory of change, operational approach and separate monitoring and evaluation frameworks.
There are five high level outcomes which span all programs:
• Output one: Effective gender-centred programs delivered for Bougainville, Kokoda, and Western Province
• Output two: Support DFAT to coordinate Australian inputs in selected subnational contexts
• Output three: Technical assistance targeted at key institutions and policy reforms
• Output four: Rapid programming of resources in support of DFAT priorities
• Output five and six: Analysis, learning, and adaptation
Managed by Abt Associates under a single contract from 2022 to 2026, the centralised approach is aimed to ensure and drive value for money by realising back office efficiencies, ensure gender is consistently at the forefront of each program and deliver opportunities for learning and adaptation between programs.

About the Opportunity
This position comes under the Subnational Governance and Implementation Plan (SGIP). The Program Manager will work closely with the APSP Subnational team based in Port Moresby (POM) and provide support to the Subnational Adviser (SNA). The Program Manager will contribute to APSP Output 2: DFAT to coordinate Australian inputs in selected subnational contexts.
Under APSP, the Program Managers will be based in specific priority locations and will be responsible for providing overarching program management support with a focus on management and coordination of activities and deliverables for the regional subnational program.
A key function of the position will be the demonstration of a visible and systematic commitment to achieving gender equality at Abt and for achieving against agreed gender equality performance objectives.

Key Responsibilities
The Program Manager will be responsible for the following:
• Support the SNA in the implementation of a coherent subnational program ensuring alignment with Government of PNG and DFAT priorities and integration of other APSP workstreams.
• As directed by the SNA, oversee project workplans, budgets, risks, and deliverables.
• Provide political economy analysis relevant to decentralization and sub-national governance and intelligence as and when required by the SNA.
• Maintain working relationships and engagement with key stakeholders, including DFAT, government, and civil society organisations at national and sub national levels.
• Support the implementation of Provincial Capacity Development Plan and Service Delivery Improvement Projects (SDIP) deliverables including preparation of relevant project communications products.
• Support the implementation of Water Security projects in the province and provide progress reports as and when required.
• Provide reports and support on program activities as required by the SNA and the SGIP Team based in POM, and provide reports and support related to gender, social inclusion, and MERLA activities.
• Support the SNA in national, provincial, district and local engagement and strategy for APSP and the Australian development program more broadly. Issues and solutions related to gender and inclusion will be a high and ongoing priority.
• Other duties as reasonably directed by the SNA or the SGIP Team Lead.

Specific Deliverables
• Support the implementation of Service Delivery Improvement Projects (SDIP) and provide progress reports of activities when required.

• Ensure outputs, workplan, and reports are delivered on time and to a high standard as agreed with the SNA.
• Provide high quality progress reports in line with the Partnership and Abt Associates guidelines and standards.
• Ensures the integration of Gender, Equality, Disability, Social Inclusion (GEDSI) and Democratic Governance approaches into all field activities and project plans.

About You
For applications to be considered, a response to the key selection criteria below must be provided:

• Relevant undergraduate degree preferable or related tertiary qualification
• Demonstrated ability to undertake a variety of program management tasks.
• Knowledge of program management and development procedures.
• At least 5 year of relevant experience and/or training work in support of program delivery, logistics coordination, project management and administration within complex environments.
• Demonstrated experience coordinating activities across large cross-program environment (preferably in a development context)
• Stakeholder management including strong communication, influencing, and partnering skills
