SUMMARY OF THE PROJECT

The Kemitraan Indonesia Australia untuk Infrastruktur Performance Based Grant (KIAT PBG) Activity aims to advance the Government of Indonesia’s prioritization of increased access to clean water for residents across the country by improving the performance and sustainability of local government owned water utilities (PDAMs). The project aims to test and illustrate the effectiveness of a Performance Based Grant mechanism in stimulating tangible performance and service delivery improvements among PDAMs across seven key performance indicators and four key themes. The project also has a focus on equipping PDAMs to create more inclusive environments for women, men and people with disabilities.

SUMMARY OF THE POSITION

The Expert will work under the direction of the Baseline and Verification Team Leader and provide support during baseline survey and verification of improvements in Climate Change (PBG additional indicator).

KEY RESPONSIBILITIES

Fully familiarize his/her self with the Climate Change concept and implementation in BUMD Air Minum (PDAM)
Fully familiarize his/her self with the PBG Project Management Manual (PMM).
Analyse the technical and operational aspects of the PDAM performance under PBG by conducting data gathering and analysis (desk review) as well as conducting field survey.
Discuss the baseline and verification data (survey finding) with VTL and PDAM.
Provide input during the formal baseline survey and verification process with regard to assembling all required documentation as defined in the PMM and as outlined in the following figure.
Able to communicate and cooperate with PDAM/Local government, PPMU, CPMU and also PIC and other team member along baseline survey and verification process
As outlined in the following figure the specialist will do the formal baseline survey and verification process with regard to:
coordinating baseline and verification team leader requests,
checking baseline and verification data, document and documentation,
preparing and submitting to baseline and verification team leader schedules and date provisions,
implementing baseline survey and verifications,
assembling required report and documentation of baseline survey and verification as defined in PMM
JOB REQUIREMENTS
University degree in Environmental/Civil Engineering
Minimum of 8 years experience in Climate Change and Water Supply operations
Ability to work independently and as part of a team
