Program Background

DT Global has been engaged by the Department of Foreign Affairs and Trade (DFAT) to manage the Building Community Engagement in Papua New Guinea (BCEP) Program. BCEP represents a significant investment in promoting participatory democracy in PNG, with a goal to strengthen citizen-government engagement for improved service delivery and provision of public goods. The BCEP program consists of five distinct, but inter-related thematic components that are managed as an integrated whole and implemented using a portfolio of partners.

The Church Partnerships Program (CPP) is a part of BCEP and represents a long-standing partnership between the Australian Government and the seven mainline Christian churches of PNG. The CPP is now in its fourth phase of implementation which includes a focus on organisational capacity development for localisation.

The Role

BCEP is seeking to engage an Organisational and Grants Capacity Specialist to work with the BCEP CPP team to develop a tool to assess CPP PNG partners capacity to become direct grant recipients and to develop ‘organisational and grant readiness action plans’ to support the capacity development of partners and the localisation of grant funding.

This is a short-term consultancy from April to December 2023 of up to 50 days. The ideal candidate will have a background in managing or working at senior levels in civil society or non-governmental organisations and extensive experience in the administration of grant funding.
