The tasks and dates specified in this Terms of Reference are subject to change and flexibility is expected to accommodate for such changes.

About P4SP
The Australian Government through the Department of Foreign Affairs and Trade (DFAT) has commissioned the Partnerships for Social Protection program (P4SP), which is being implemented through a consortium led by Development Pathways with JID.

P4SP will contribute to greater coverage of quality, sustainable social protection systems in Pacific Island Countries (PICs) and Timor-Leste, that reduce poverty and exclusion, address vulnerabilities through the life-course and stimulate economic growth.

The End-of-Investment Outcome is that PICs and Timor-Leste have established or strengthened formal social assistance systems to reduce gender inequality, vulnerabilities, an economic and social exclusion, while promoting stability and economic growth through increased government ownership and commitment to increasing and institutionalising formal social assistance systems.

P4SP commenced on 20 September 2021 and will operate until 19 September 2025with an option of a four-year extension.

Purpose of the Assignment

P4SP are looking for expressions of interest from interested firms to carry out this assignment. Expressions of interest should exhibit the firm’s capacity to undertake the roles, responsibilities and timelines included in this ToR.

The successful firm, as part of the P4SP team, will create and maintain a website to support the intended outcomes of P4SP by making the following information and products available to stakeholders:
• Share information about the P4SP program and its work
• Maintain a repository of evidence and literature from across the region on social protection, including reports developed through P4SP and other DFAT programs
• Maintain a database of social protection programs in the region along with country profiles
• Promote online dialogue and knowledge exchange through blog and interaction capabilities
• Share training, guidance and other tools (including data simulation tools)
• Host online events (webinars, online training) as needed

The first phase of work will be delivered from December 2021 to March 2022, with the second phase of work expected to be completed by October 2022.

Scope of the Assignment
The first phase of work, which will put in place the foundations for the Knowledge and Evidence Centre, will require creation of:
• Map architecture and taxonomy of the website (including broad approach to phase 2 components)
• Home / landing page with program highlights and links to key pages consistent with P4SP branding (branding TBC)
• A page outlining the P4SP program including links to key P4SP partners
• Repository of SPACE, DFAT, key regional publications (up to 30 documents, to be sourced by the program)
• Page for costing and simulation tools based on existing tools (tools to be provided by P4SP)
• Capability for mailing list sign-up
• A section on news and events
• Blog capability (anticipate three blogs being published by March 2022)
• A mechanism to communicate with the P4SP team and/or to join the P4SP mailing list (mailing list to be managed by P4SP team)
• Links to socialprotection.org and partner government websites

The second phase of work will involve more detailed information and interactive capability:
• Add country pages summarising social protection context / system for each Pacific country and Timor-Leste
• A searchable database of SP projects / systems in the region
• Pages for each key national social protection program
• A searchable repository of reports, blogs, training information and other resources.
• Training, guidance and other tools (Pacific tailored) – this is likely to require capability to link to external datasets from across the region into simulation tools.
• Mechanism to host and receive registrations for seminars / webinars / workshops etc
• A page with links to other stakeholders and partners in the region and their work on social protection
• Ability to integrate social media channels such as Twitter, as well as videos, podcasts, gifs, newsletter signups, and other rich content.
• Facility for Project Team members to edit and add pages, content, and resources within the existing site structure

The Department of Foreign Affairs and Trade is committed to ensuring that its online information and experiences are accessible to the widest possible audience, regardless of ability, technology or platforms. To comply with DFAT’s expectations the site must meet the following web standards:

• conform to level AA of the World Wide Web Consortium’s Web Content Accessibility Guidelines 2.0 (WCAG 2.0)
• meet the Digital Transformation Agency’s requirements for Australian Government websites


It is expected that the P4SP team will provide the firm with text and resources for uploading – the firm will be responsible for all design and layout, as well as all operational aspects of building and maintaining the website.

In addition to design and publication of the website, the firm will be required to provide website hosting services for the P4SP website, ensure regular backup of its content, and keep the website live and protected. The hosting solution will meet the protocols required for data-driven websites. The firm will provide a premium web hosting package with unlimited bandwidth and storage, which will include a secure socket layer (SSL) secure web space and may include hosting of an open public access data repository. It will use a hosting provider that users high-end security systems considered as standard in today’s digital environment. This includes hardware firewalls, web applications firewalls, a software firewall, URL scanning, etc.

The firm will continue to provide the following services for the duration of the contract (up to September 2024):
• Provide hosting for the P4SP website on a shared server.
• Ensure the P4SP website is free of bugs at the time of going live and for five days postlaunch; further fixing of future bugs after website launch will be considered website support.
• Be available during usual Australia AEST working hours (9am to 5pm, Monday to Friday) for support issues.
• Ensure that the P4SP website remains live throughout the duration of this contract, to industry standards and the capacity of a shared server.
• Ensure that monthly backups are made of the P4SP website
• In case of the P4SP website crashing, restore the site within two working days (including most recent backed up information) as a part of the current service agreement
• Provide industry standard security protocol to protect the P4SP website from being hacked or tampered with by unauthorised person(s)
• Issue access rights to designated P4SP staff for day-to-day editing of the site.
• Provide website support and other design services to P4SP at an hourly rate of AUD TBC when needed and agreed in writing.
• Ensure that an account within Development Pathways is provided admin-level access to Google Analytics, Google Tag Manager, and the website CMS.

The firm will work to deliver activities as outlined in the table below.

Throughout the assignment, the firm will ensure that opportunities are identified and adopted to introduce measures that will promote gender equality and women's empowerment.

Intellectual Property of the website architecture and content will remain with Department of Foreign Affairs and Trade.

Place of work
Desk-based with possibility of travel as needed to Canberra.

Expressions of interest should be no longer than 4 pages in length (exclusive of annexes) and should include a proposed budget. Previous examples of work can be included as annexes. Shortlisted firms will be contacted to submit additional information.
